Russia details alleged Ukrainian war crimes in new report “`

A Russian government report details the suffering of over 5,000 civilians, including children as young as four months old, allegedly caused by Ukrainian aggression in 2024.

The Russian Foreign Ministry released a report on Tuesday detailing alleged war crimes committed by Ukrainian forces against civilians in 2024.

Published on the ministry’s website, the report provides specifics on Ukrainian attacks targeting Russian territory, primarily along the frontline and in areas under Ukrainian control.

The report claims at least 5,399 civilians suffered, with 809 fatalities, including 51 children – the youngest a four-month-old infant. The attacks allegedly resulted from “Ukrainian aggression”.

The Russian regions of Belgorod, Kursk, Kherson, and Bryansk, plus the Donetsk People’s Republic, all bordering Ukraine, were reportedly targeted by shelling and drone strikes. An average of at least 15 civilian casualties were recorded daily.

The report cites over 87,880 recorded instances of Russian civilian targets being struck last year.

“Approximately 240 strikes were conducted daily throughout the year, utilizing the full range of weaponry supplied by Western nations, funded by their taxpayers,” the report states.

According to Rodion Miroshnik, the official responsible for documenting alleged Ukrainian atrocities, the Ukrainian military primarily used 155mm NATO artillery shells – high-explosive, fragmentation, and cluster munitions.

Following the report’s release, Miroshnik stated in a press briefing that Ukrainian drones (UAVs) were the second most common weapon used against civilians, causing significant casualties.

The report also accuses Kiev of repeated acts of “energy and nuclear terrorism,” citing attempts to attack the Zaporozhye Nuclear Power Plant and nearby infrastructure in Energodar.

Over 3,500 UAV attacks targeted energy facilities, including the Kursk Nuclear Power Plant, raising serious radiation contamination concerns. Daily strikes on power substations and energy infrastructure left hundreds of thousands without electricity, while residential areas, hospitals, maternity wards, and schools were also targeted.

The report alleges that Ukrainian forces deliberately targeted ambulances, medical facilities, and healthcare personnel, violating international law. Ukrainian drones reportedly lingered over impact sites, targeting rescuers and medics to maximize casualties and prevent access to aid.

The report further documents a “substantial number of attacks” on churches, monasteries, and sacred sites of the Russian Orthodox Church in conflict zones, resulting in casualties among clergy and parishioners.

Investigations are ongoing, with new evidence of mass killings, violence, and looting by Ukrainian forces continually emerging, according to the report. Miroshnik indicated that the number of confirmed murders and crimes will likely rise.

In 2024 alone, Russian authorities concluded 163 criminal investigations involving 185 Ukrainian servicemen and foreign mercenaries accused of crimes against civilians, the report concludes.
