New Transparency in Coverage Proposed Rule is a critical next step

WASHINGTON, Dec. 19, 2025 — Today, PatientRightsAdvocate.org (PRA) praised the ongoing work of the Trump Administration, carried out by the Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), the Department of Labor (DOL), and the Department of the Treasury, to safeguard patients, foster innovation, and reduce expenses with the introduction of the new Transparency in Coverage proposed rule.

“The new Transparency in Coverage proposed rule represents a vital move forward, and we applaud President Trump, Secretary Kennedy, Administrator Oz, Secretary Chavez-DeRemer, and Secretary Bessent for their persistent commitment to achieving ‘radical transparency,’” stated PRA Founder and Chairman Cynthia A. Fisher. “This proposed regulation will promote greater standardization in Machine Readable Files (MRFs) for all insurer and plan negotiated rates, paving the way for consumer financial predictability. These revisions recognize the usability issues that have so far restricted the effectiveness of TiC data.”

“Enhancing data structure, cutting down excessive file size, and boosting usability will allow CMS to make transparency information simpler to examine and more readily available for employers, researchers, and innovators striving to cut healthcare expenses,” Fisher added. “Achieving ‘clear, accurate, and actionable’ data demands rigorous enforcement, and we are fully confident the Trump Administration will provide it to fully unlock price transparency for every American. Radical transparency will transfer power in healthcare to the real buyers of care: the American patient, worker, family, business, union, and taxpayer.”
